EL FISCALIZADOR Y SUS CONTROL...

Estimados amigos y colegas, soy Agustín Soto, en el blog anterior realice mi presentación personal, mi especialidad en la fiscalización de obra y en la construcción, usaré más adelante el término Gestión en la Fiscalización y Construcción, estoy dispuesto en contestar cualquier inquietud si me dejan sus comentarios y seré lo mas breve posible en hacer llegar sus respuestas.

¿Qué nos dice la Ley en Ecuador?
Durante todo el tiempo que escribiré en este Blog, citare lo que la ley en Ecuador estipula sobre la realización de proyectos, las personas que intervienen y los procesos a seguir.

Ley Orgánica del Sistema Nacional de Contratación Pública, Registro Oficial Suplemento 395 de fecha 04-08-2008 reformado el 09-12-2016.
Reglamento a la Ley Orgánica del Sistema Nacional de Contratación Pública, Registro Oficial 512 de fecha 15-08-2011.
Normas de Control Interno de la Controlaría General Del Estado, Registro Oficial Suplemento 87 de fecha 14-diciembre-2009.
Lo único que en el ambiente laboral ocurre es que los profesionales que están al frente de los proyectos, muy pocos conocen de los que la LOSNP ( LEY ORGÁNICA DEL SISTEMA NACIONAL DE CONTRATACIÓN PÚBLICA) y las Normas de Control Interno menciona y lo importante que es aun entre las partes ( Contratante y Contratista)
¿Desde donde partimos con los conceptos de Fiscalización de obras?
Comencemos que es lo que dice las "NORMAS DE CONTROL INTERNO PARA LAS ENTIDADES, ORGANISMOS DEL SECTOR PÚBLICO Y DE LAS PERSONAS JURÍDICAS DE DERECHO PRIVADO QUE DISPONGAN DE RECURSOS PÚBLICOS" y por qué no, también aplicarlo a las empresas o instituciones privadas....
El control interno está orientado a cumplir con el ordenamiento jurídico, técnico y administrativo, promover eficiencia y eficacia de las operaciones de la entidad y garantizar la confiabilidad y oportunidad de la información, así como la adopción de medidas oportunas para corregir las deficiencias de control.
Para el fiscalizador...el control es lo más importante...por supuesto que también la Dirección, Organización, Coordinación y la Cooperación.
Sin olvidar que también son controlados atraves de Auditorias externa e internas, tales como el Sistema de Gestión Integrado:
ISO 9001:2008 “Sistema de Gestión de Calidad”
ISO 14001:2004 “Sistema de Gestión Ambiental”

What does the law tell us in Ecuador?
During all the time that I will write in this Blog, I will quote what the law in Ecuador stipulates about the realization of projects, the people who intervene and the processes to follow.
